What is the difference between make-ready and a turnover?

Make-ready is usually the lighter, mostly cosmetic list between residents: touch-up paint, small patches, fixtures, a punch list.

A turnover can include heavier repairs that have to happen before the cosmetics can start, such as larger drywall damage, ceiling repair or flooring replacement.

You do not have to decide which one you need. The walkthrough decides it, and the written scope names it.
